It looks very much like Captain Cook Cres (at the Narrabundah end) except for the fact that it doesn't look like a divided road....so its probably just a little way up the hill from Captain Cook Cres...

The second angle makes it even harder. The seemingly contradictory clues (smitho's Caley cres guess being the closest and REDEX Tuggeranong) doesn't help either.
Well the stop pegs are School Services Only Pegs, so maybe that may cut it down for some.

I think the REDEX 1 clue is "what is the planned route for REDEX 1 & that wilL give you the suburb & then think of main streets near Caley Cres Narrabundah. But it is in none of the suburbs listed above.
It's nowhere near Caley Cres, that was just the closest guess, if that helps.
And yes, "RedEx Tuggeranong", think outside the square.

Since the photo does not appear to be taken in Gungahlin, that leaves the Kippax area as the most likely. The only place I can think of near there which might have School Bus stops is Osburn Dr, Macgregor. Am I close?

Additional clue, it's North of the lake.
North of the lake, blue and white pegs, older style street lighting (Which would suggest an older City or Belconnen suburb) and a clue is RedEx, suggesting close to a proposed Redex service. Well, as the tree said to the lumberjack, I'm stumped!
I would suspect that it is near the Dickson to City section of RedEx1, so my guess is Miller St Lyneham

Considering this is proving more difficult than I originally thought (even with all of the clues!), here's yet another clue;
The mountain in the background is the tallest mountain in the Canberra Metro area.
Find out which mountain that is, and you've more or less got a specific area in Canberra of exactly where it is.
The mountain in question (I know which one) & Mount Taylor are the same height. Unless you are talking about Blackie.

Yeah my old old map showed they were the same. You would have to give a date on a network map I DON'T have. But the only route change I can think of & would suit RedEx would be Majura Ave DICKSON/AINSILE
When RedEx will be operational, it will pass this street, not use it.

Well, again, good work Todd, and I think we're all eagerly awaiting a new Where is it!
Well working on your clues I was able to pin it down (Thankyou Google Maps!) by searching around given the landscape, and the clue north of the lake I narrowed it down to an East-West street.
I don't have anything at this point in time, so I will leave the floor open!
