Title: What Is This For?

To answer your question with a question: which buses have you seen with the mirror (specific fleet numbers)? Once you have that answer, the purpose of the mirror should be obvious. It actually should already be obvious.

Im assuming he still has no idea.

Notice how only buses with bike racks have that mirror?

Is it so the driver can see if there is anyone using the bike rack? If so why don't the new buses have this mirror?

Because the drivers can easily see the bike racks in the newer buses.

First noticed one of these yesterday in 947. Saw the bike rack, made the connection

I have noticed some users of the bike rack leave it down after finishing, while driving with no bikes on it might not seem obvious that its down, the mirror would be to see this
