The secret inquiry examined whether a business could run the buses at a lower cost to taxpayers, a suggestion also made by the recent Hawke review of the ACT bureaucracy.

But Liberal prime minister Malcolm Fraser's cabinet rejected the idea in December 1981, after finding little evidence the private sector would fare better.
