ACTION must still be without a decent proof reader, because this sign also has a fairly obvious error.

1 July is a Wednesday, not a Monday.

I think they meant the fact it says

Cyclists Must Pay A Fare To Use The Bike Rack.

in the next sentence it says:

There is no fee to use the rack

No, it says that Cyclists must pay a fare to travel but there is no charge to use the bike rack.
