Love that article. Basically said nothing at all. A bunch of misguided public servants preaching the Nohope governements message time and time again. Throwing more money at the service isn't go to fix it, as ACTIONs problems stem from government interference and a lack of public transport knowledge of those who are responislbe for route and timetable design.
It's impossible to plan a way to achieve an outcome, when you don't know what final goals you are trying to reach. Having a bunch of express services is a great idea, but without correct intergration you end up with the current Redex example on a city wide scale.
