ACTION's response to this article is in today's paper.

Apparently there are 15 new buses, but the radios& ticket machines isn't the problem. It also takes 5-10 days to commission a bus. Another 13 are withdrawn due to decommissioning, training & smartcard trail. ACTION also has a surplus of 34 buses to what the network needs.

I guess they haven't been to the depot sheds in peakhour.
