I say this is to conincide with the opening of those lockable bike cages now open in Belconnen & Harrison (http://www.tams.act.gov.au/__data/assets/pdf_file/0003/222087/MR150_0311_new_bike_cages_and_bike_pake_ride_network_launched.pdf).
This bike cages are similar to what can be found at Perth, except that the ones at Perth Stations are locked during off peak & station staff have the keys.
