This follows on from news a while back that Throsby will be a lot smaller than first planned, owing to rare flora and fauna in the suburb.
The way I read it is the ACT Conservation Council (which isn't government but is a lobby group) have written a report and are asking the the government to fence it off and leave it alone. Bit different to what the 2nd para says.
