- The route was initially planned for introduction in July 1998, however Network 1998's commencement was subsequently delayed until January 1999.
- In May 2002, Route 21 ceased operating on weekends, with it and Route 022 (1999)being replaced with Route 091 (2002) and Route 092 (2002).
- In 2005-06, evening services were provided by Flexibus Route 922 (2005).
- From December 2006, evening and weekend services were provided by Route 921 (2006) and Route 922 (2006).
- While initially proposed to return to seven-day operation under Network 2008, it ultimately operated on weekdays only.
- A proposed change to the route for Network 2014 (to service Torrens and Mawson only) did not proceed.
- In September 2014, the route was modified to remove service to Torrens Terminus, and travel an amended route through Chifley and Lyons due to roadworks on Hindmarsh Dr. The diversion remained in place until October 2017.
