- The route was initially planned for introduction in July 1998, however Network 1998's commencement was subsequently delayed until January 1999.
- Selected services commenced at Farrer Terminus.
- In 2005-06, evening services were provided by Route 923 (2005).
- From 2006, evening and weekend services were provided by Route 923 (2006) and Route 924 (2006).
- The route was redesigned in June 2008, along with Route 021 (1999), Route 022 (1999), and Route 024 (1999). This iteration of the 23 operated in a clockwise loop.
