Notes

  • The route was initially planned for introduction in July 1998, however Network 1998's commencement was subsequently delayed until January 1999.
  • Selected services commenced at Farrer Terminus.
  • In 2005-06, evening services were provided by Route 923 (2005).
  • From 2006, evening and weekend services were provided by Route 923 (2006) and Route 924 (2006).
  • The route was redesigned in June 2008, along with Route 021 (1999), Route 022 (1999), and Route 024 (1999). This iteration of the 23 operated in a clockwise loop.
  • While initially proposed to return to seven-day operation under Network 2008, it ultimately operated on weekdays only.
  • An initial proposal to no longer operate via Canberra Hospital or Farrer Terminus under Network 2014 did not proceed.
  • The route was reverted to its original design and direction in September 2014.
  • The route was modified in May 2015 to operate via Canberra Hospital in both directions.
