- In the initial proposal for Network 1998, Route 316 was numbered Route 116, which operated from Kippax to Belconnen on weekends, and continued to City, Woden, and Tuggeranong Interchanges on weekdays.
- Route 316 was part of a package of Routes:
- Route 016 (1999) ran Kippax to Belconnen via Latham and Florey
- Route 116 (1999) ran per Route 16, but extended to City and Woden
- Route 216 (1999) ran per Route 16, but extended to City and the Parliamentary Zone
- Route 316 (1999) ran per Route 16, but extended to City, Woden, and Tuggeranong.
- It was discontinued in January 2000, but was later revived as Route 316 (2016)
