Route 28 was a feeder route that operated between Cooleman Court and Woden, with peak extensions to the Parliamentary Zone, Campbell Park, and Fairbairn Park.

Notes

  • The route was initially planned for introduction in July 1998, however Network 1998's commencement was subsequently delayed until January 1999.
  • From 15 January 2001, selected services extended to Defence College Weston. It is unclear how long these diversions remained in place, but they are not mentioned on the next issue of the Route 28 timetable (May 2002):
    • The 7.40am service from Woden extended to the Defence College Weston, arriving 7.51am.
    • An afternoon service was added, commencing Defence College Weston at 5.10pm to Woden by 5.21pm, via the Weston Police College (5.12pm - likely the Streeton Dr stop) and Lyons (likely shops) at 5.17pm
  • In May 2002, the route was modified through Russell.
  • In June 2008, the route was modified to operate a clockwise loop of Cooleman Court, while the peak extension was modified to:
